The City of Lima is providing you with the opportunity to join with other residents to purchase discounted electric generation service. Savings are possible through a concept called government aggregation, where city officials bring together citizens to gain group-buying power for the purchase of electric from a retail supplier certified by the Public Utilities Commission of Ohio. The City of Lima voters approved this program in May of 2023.
Under this arrangement, Dynegy Energy Services (East) has been selected as your city’s preferred electricity provider. Dynegy is an Ohio-based company.
Through your City’s Electric Aggregation Program eligible residents and eligible businesses will be receiving a fixed rate of $0.06280 per kWh. This program will be available through your May 2025 meter read date. There is no cost for the enrollment, and you will not be charged a switching fee. There is no early termination fee to leave the program at any point in the future.
Budget billing of the AEP’s portion of the bill is available to anyone who prefers budget certainty. In order to have this service in place, please call AEP at 1-800-672-2231.

What is the Lima’s Electric Aggregation Program?
This is a program where City Council brings together citizens to gain group-buying power for the purchase of electric from a retail supplier. This program offers a fixed electricity price of $0.06280 per kWh through your May 2025 meter reading with no cancelation fees.
Who is eligible for the program?
The program only applies to those living within the city limits. Lima residents are NOT eligible if they are with a different supplier or if they are part of a PIPP (percentage of income payment plan) for low-income assistance.
How to I enroll in the program
As long as you are eligible, you will automatically be opted into the program and no further action is necessary.
What if I am ineligible because I have a current supplier but I want to join the aggregate program?
There is no deadline to join the program. For those that want to switch from their current supplier, please refer to the following steps:
- Call your existing supplier first to ask them what the early termination fee is to leave them as a supplier. If there are zero early termination fees then compare the direct kWh rates and if favorable to switch, ask the supplier to place your account back with the utility. If there is an early termination fee, then you must decide if it’s worth leaving the supplier early to join the aggregation. If you still want to proceed with joining the Aggregation, then direct the supplier to place your account back with the utility.
