Lima Water Treatment Plant – Filter Media Replacement
ADVERTISEMENT FOR BIDS
To be submitted in a sealed envelope, marked “BID FOR (City of Lima, Ohio; Water Treatment Plant – Filter
Media Replacement)” to the Mayor of the City of Lima, Ohio, attention Purchasing Department of the City of Lima, Ohio; Municipal Center, 50 Town Square, Lima, Ohio 45801, before 10:00 a.m., Lima Time, on Tuesday, June 20, 2023. At which time, they will be publicly opened and read. Outside of envelope not being properly marked may result in Bid not being received, by the Purchasing Department, before the deadline, and could result in Bid being disqualified. Please complete all forms included in the Bid Specifications. Forms not being filled out correctly and/or completely may result in Bid being disqualified.
In general, the work consists of the removal and replacement of sand, anthracite and gravel filter media in twenty gravity filters (ten, two-cell filters).
The issuing office is Jones & Henry Engineers, Ltd., 3103 Executive Parkway, Ste 300, Toledo, Ohio
43606. Copies of the Bidding Documents may be examined at the Owner’s office listed above or the
issuing office, without charge.

Copies of Bidding Documents and Contract Documents may be obtained electronically from www.jhplanroom.com. There is no charge to download from the digital print-room, however, registration is required. If hard copies of the bidding documents are needed, they can be ordered from the print-room for a fee. If you have any problems using the digital print-room, you are encouraged to contact either the Engineer's Project Manager, or Eastern Engineering at 419-661-9841.
Neither Owner nor Engineer has any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any source other than the source indicated in these documents. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than directly from the source listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued.
Bids must be submitted on the forms bound herein, must contain the names of every person or company interested therein, and shall be accompanied by either a Bid Guaranty and Contract Bond in the amount of 100% of the amount bid with satisfactory corporate surety, or by a certified check on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. The successful bidder will be required to furnish a satisfactory Performance Bond and Maintenance and Guarantee Bond in the amount of 100% of the Bid.
The Contractor shall be required to pay not less than the prevailing wage rates established by the Ohio
Bureau of Employment Services, Wage and Hour Division.
Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no bidder shall withdraw his Bid within 60 days after the actual opening thereof.
The successful bidder will be required to complete the “Declaration Regarding Material Assistance/Non-
Assistance to a Terrorist Organization” (DMA) in accordance with ORC Section 2909.32 and 2909.33.
The City of Lima reserves the right to waive any Bid or Bid process irregularities, which the City determines in its sole discretion to be in its favor, to reject any or all Bids for any reason determined to be appropriate in the sole discretion of the City, and to award the Bid to the lowest and best bidder meeting the City’s needs as determined by the City at the City’s sole discretion.
The City of Lima will consider all bid submissions to be public records, subject to disclosure under Ohio’s Public Records laws. If any vendor believes any part of its submission is confidential or otherwise not covered under the public records laws, the vendor must also submit a redacted electronic version of its submission in pdf format only. Failure to submit a redacted version will be considered to mean the Vendor acquiesces in the city’s determination that the submission is a public record.
