Welcome to the  City of Lima Department of Community  Development.  Within  this department,  6 different programs operate to  improve  community and economic quality of life for all Lima citizens.

Housing programs provide  first time homeowner training and down payment assistance,  and  offer low interest rehabilitation  loans and  emergency repair grants for qualified homeowners.  

 Neighborhood  Support offers capacity building training  and organizational resources to neighborhood associations within Lima, and encourages the development of neighborhood partnerships between the city, local citizens, businesses, and other service providers. 

Property Maintenance Code Enforcement enforces City ordinances regarding   the maintenance of existing structures by inspection and citation for violations.  Dealing with weeds, trash and structural issues, over 4000 inspections are made each year by City inspectors.  The city is divided into four enforcement areas, each with an assigned property maintenance inspector. Recent code changes are part of a continuous effort to improve this service. Support of investor owners is evidenced by 10 "free" services provided by the city or county.  We also offer helpful informational brochures on varying subjects of interest to persons living within the City of Lima.  

Acquisition and resale of tax delinquent properties for commercial and residential use are coordinated through the Lima LANDBANK program.

Planning Services accepts requests for lot splits, alley vacations, re-zoning and zoning variances.  Planning also coordinates  strategic land use efforts for  business and neighborhood development.  

Community Development plans preparation and monitoring for programs and projects funded under CDBG and HOME and other grants.

Economic Development  activities  include oversight of state and federal grants, administration of tax abatement programs, and a variety of business attraction and retention efforts.
