Sewer Rates
     
 The Lima Sewer System is facing $150 million in Federal and State Clean Water Act Mandates.

Significant sewer rate increases will be necessary to fund these mandates.
The objective of the new rate schedule is to not only fund these mandates but make sewer charges as affordable as possible for both sewer customers inside and outside the City
To achieve this:
  • 1). It is best to have residential customers pay a flat rate. This is the most equitable way to distribute the residential share of the cost of operating the sewer system.
  • 2). It is also necessary to remove the surcharge that outside customers currently pay. This surcharge will be removed over time. This allows for residential bills to be the same inside and out after (9) nine years (residential monthly bill is anticipated to be $50.25 at that time) and non-residential bills with same size meter and consumption to be the same inside and out after (10) ten years.
  •  3). Lastly, the sewer bill will also include an EPA Mandate Charge which will affect all customers. These charges will be dedicated specifically to funding the Federal and State Mandates.

This new sewer rate structure will allow for the most affordable rates possible while meeting the Mandates and maintaining the sustainability of the sewer system. This new residential rate structure will be similar to Allen County's flat rate system and the
City's final rate will be comparable to theirs.

                                            The EPA Mandate Charges will take effect on January 1, 2013.
